With privacy and security restrictions, we have implemented a user-level IT admin policy for admins to choose whether some or all users in the company can use Collaborative Annotations. Currently, there is a way to turn Annotations ON or OFF through cmdlet
, this will also influence Whiteboard.Set-SPOTenant-IsWBFluidEnabled

We will begin rolling out in early December 2023 (previously mid-August) and expect to complete rollout by late December 2023 (previously late August).

IT admins will be able to turn ON or OFF Collaborative Annotations from the Teams admin center in Meetings –> Meeting policies.
