User impact: Admins may be unable to enable Organization Customizations in the Exchange Online Amin center and PowerShell.

More info: Affected admins may see the error “Enabling customization is not allowed because the Organization is currently being upgraded. Please try again.” when using the Enable-OrganizationCustomization cmdlet in Exchange PowerShell.

Current status: We’ve identified that a recent standard service update inadvertently introduced a code regression that’s causing the problem. We’ve validated and are deploying a fix that’s currently 65 percent saturated in the impacted environments, and admins will continue to experience remediation incrementally as the deployment progresses. We’ll aim to provide a deployment timeline by our next scheduled update.

Scope of impact: Impact is specific to admins attempting to enable Organization Customizations in Exchange Online. The problem occurs if an organization was recently migrated or is currently being migrated.
