User impact: Admins may be unable to enable Organization Customizations in the Exchange Online admin center and PowerShell.

More info: Affected admins may see the error “Enabling customization is not allowed because the Organization is currently being upgraded. Please try again.” when using the Enable-OrganizationCustomization cmdlet in Exchange PowerShell.

Current status: We’re continuing to monitor our fix deployment which has now reached 82 percent saturation in the impacted environments. Admins continue to experience remediation incrementally while the deployment progresses and we’re expecting the deployment to fully remediate impact from this event by our next scheduled update.

Scope of impact: Impact is specific to admins attempting to enable Organization Customizations in Exchange Online. The problem occurs if an organization was recently migrated or is currently being migrated.

Estimated time to resolve: Estimated deployment timelines provide that the deployment will have completed, and impact will be remediated by Monday, September 18, 2023.

Root cause: A recent standard service update inadvertently introduced a code regression that’s blocking the Organization Customization enablement cmdlet.
