User impact: Admins may be unable to enable Organization Customizations in the Exchange Online admin center and PowerShell.

More info: Affected admins may see the error “Enabling customization is not allowed because the Organization is currently being upgraded. Please try again.” when using the Enable-OrganizationCustomization cmdlet in Exchange PowerShell.

Current status: While we’ve confirmed that our fix has finished deploying and expect that impact is largely remediated, we’re deploying an additional fix to prompt the service to upgrade to the newest build, something which is needed to allow the fix to take effect for any admins that remain impacted. While this automatically happens periodically, and admins should experience relief as this occurs, forcing this sooner will provide more expedient remediation for those still affected. We anticipate that this will complete and fully remediate the issue by our next scheduled update.

Scope of impact: Impact is specific to admins attempting to enable Organization Customizations in Exchange Online. The problem occurs if an organization was recently migrated or is currently being migrated.

Estimated time to resolve: We anticipate that impact will be remediated by Tuesday, September 18, 2023.

Root cause: A recent standard service update inadvertently introduced a code regression that’s blocking the Organization Customization enablement cmdlet.
