Final status: We’ve confirmed that our additional fix to prompt the service to upgrade, which was necessary for affected admins to receive the fix for the underlying issue, has completed. We’ve verified via telemetry capturing this impact scenario that the issue is resolved.

Scope of impact: Impact was specific to admins who attempted to enable Organization Customizations in Exchange Online. The problem occurred if an organization had been recently migrated or was being migrated.
