User impact: Admins may be intermittently unable to acquire, release, or port some phone numbers in specific regions.

More info: This issue was affecting admins’ attempts through the Microsoft Teams admin center to provision new telephone numbers in the Europe, Middle East, and Africa (EMEA) regions. As this issue was intermittent, admins may have found success in additional attempts to acquire, release, or port some phone numbers.

No Microsoft Teams calling functionality was affected by this issue.

Final status: After reproducing this issue as well as investigating provisioning logs, we’ve found that there was an external partner configuration that was required for this issue to be resolved. We’ve since applied the configuration and have confirmed that impact has been remediated.

Scope of impact: Admins attempting to provision new telephone numbers through the Microsoft Teams admin center in the EMEA region may have been impacted.

Root cause: There was an external partner configuration that was not applied within the affected infrastructure.

Next steps:
– To help prevent similar impact in the future, we’re reviewing our external partner configuration application processes to better identify these problems.
