Final status: Our investigation determined that the Microsoft service was healthy. A local third-party ISP was having issues with traffic routing components, resulting in impact. We’ve monitored our telemetry and confirmed that service traffic is now reaching the Microsoft infrastructure as expected and the issue is resolved.
Scope of impact: Impact was specific to a subset of users who were accessing the service from Germany and surrounding areas.
