User impact: Users couldn’t update calendar meetings in Exchange Online and received a “Recipient Rate Limit” error.
More info: Impact was specific to delegate users that were attempting to update calendar meetings.
As a viable workaround, users could have unchecked Request Responses for large calendar meetings in Exchange Online.
Final status: After implementing the change to the affected environment to address the code issue, we’ve received confirmation from some users who initially reported the issue and monitoring our service telemetry that the impact is remediated.
Scope of impact: Impact may have occurred for a subset of delegate users who attempted to update Exchange Online calendar meetings.
