We have some updates on Microsoft Entra ID Governance for guests add-on regarding timing and billing. The general availability is now scheduled for the second quarter of 2025 to ensure a smooth rollout.
In terms of billing, it will be $0.75 per monthly governed identity for features specific to Microsoft Entra ID Governance only. Features included in P2 will not be billed. Billing is consumptive and only applies to users with a UserType of Guest. It is charged based on monthly usage, and a guest user identity with a governance action will incur a $0.75 charge each month.
For example, if a company like Contoso assigns access packages to 500 guest users in March, they will be billed $750. In April, if they run an inactive access review on 100 guests, they will be billed $75. Similar scenarios apply for other actions like lifecycle workflows and access reviews for inactive users.
To prepare for these changes, companies can explore auto-assigning policies in Entitlement Management and access reviews for user-to-group affiliation or inactive users. Audit logs can be checked to find guest users who have had governance actions taken.
While billing is not active yet, companies can still use ID Governance for guests for free during the public
