More info: Affected admins will see the following error:

“Unable to save News settings at this time. Please try again later.”

Current status: Our review of browser captures has determined that the calls from the Bing News service aren’t responding as expected and that this may be result of an authentication component problem. We’re working to reproduce the issue internally and gather additional traces to confirm the root cause and determine a remediation strategy.

Scope of impact: Any admins adjusting Bing News settings within the Exchange admin center may be impacted.
