User impact: Users may be unable to activate the Record or Transcribe features in Microsoft Teams meetings.
More info: As a workaround, affected users could’ve tried re-joining the meeting, which may have allowed them to bypass the issue.
When affected users navigated to “Record and Transcribe” in the meeting options menu, the “Start Recording” and “Start Transcribing” features may have been grayed out and couldn’t be selected.
Impact was limited to a small number of meeting members other than the meeting organizer; where possible, the meeting organizer could’ve activated the Record and Transcribe features to bypass impact.
Final status: Our fix deployment is complete to resolve the problem, and we’ve confirmed through service telemetry that the issue is no longer occurring.
Scope of impact: A small number of users attempting to record or transcribe a Microsoft Teams meeting other than the meeting organizer may have been impacted.

Root cause: An update to the Microsoft Teams infrastructure responsible for facilitating access to the Record and Transcribe features introduced a code issue that prevented the service from identifying users with access to those features, leading to impact.

– We’re reviewing our validation and update procedures to detect and prevent issues like this prior to deployment in the future.
