Scope of impact: Any admin attempting to modify hold policies may have been affected, but only a small number appeared to be impacted based on our service telemetry.

Root cause: Hold policy modifications weren’t completing as expected because a component of service infrastructure that’s responsible for such modifications was encountering a transient error due to a resource contention issue.
