Final status: We’ve successfully reverted the offending update and confirmed after a period of monitoring and confirmation from a sample of affected users that impact has been remediated.
Scope of impact: Impact was specific to users who were served through the affected infrastructure, when attempting to move items in public folders in Exchange Online.

Root cause: A standard recent Exchange Web Services authentication update to the public folder tokens, inadvertently contained a code regression, resulting in errors when users attempted to move items.
