Final status: We’ve completed the deployment of our fix and have confirmed with previously affected users that impact was successfully remediated.
Scope of impact: This issue may have affected any user viewing a video in the Stream player that was shared from SharePoint Online or OneDrive for Business with View access granted.

Root cause: A recent feature update included a change to the behavior of the download button display for users viewing shared videos resulted in this scenario for users granted View access.
