Final status: We’ve successfully reverted the aforementioned change and confirmed that the issue is no longer occurring after conducting a testing period.
Scope of impact: Impact was specific to any user who was served through the affected infrastructure attempting to submit documents for approval.

Root cause: A recent service update, intended to improve the overall experience of the Publish Item Command for document libraries, inadvertently caused the “Submit for Approval” button in SharePoint Online libraries to be missing.
