More info: Specifically, the download button may not be visible to users with View access. This issue affects shared videos hosted in either SharePoint Online or OneDrive for Business.
Current status: We’ve completed the development of the fix and are preparing to start the deployment process. We anticipate this will start by our next scheduled update. We’ll provide a completion timeline when one is available.
Scope of impact: This issue may affect any user viewing a video in the Stream player that was shared from SharePoint Online or OneDrive for Business with View access granted.

Root cause: A recent feature update included a change to the behavior of the download button display for users viewing shared videos that’s resulting in this scenario for users granted View access.
